General Secretary Xi Jinping emphasized at the third collective study session of the 20th Central Political Bureau that we must improve the management of the entire life cycle of instruments and equipment, and comprehensively improve the level of open sharing and operational efficiency. For some time, my country's large-scale scientific research instruments have mainly relied on imports, and universities and research institutes have a huge stock of imported scientific research instruments. These instruments are not only very expensive to repair and maintain, but also face the risk of interruption at any time as the world's unprecedented changes accelerate. The repair and maintenance of imported instruments and equipment has become a pain point and difficulty that needs to be solved in promoting high-level open sharing, and the independent guarantee system for instruments and equipment needs to be improved urgently.

On June 18, the "Promoting Domestic Substitution Conference for Scientific Research Instrument Repair and Maintenance" hosted by the Zhongguancun National Basic Conditions Science and Technology Resources Sharing Service Innovation Alliance and organized by China Agricultural University was held at China Agricultural University.

         Lin Wanlong, Vice President of China Agricultural University, said: "Over the past decade, my country's open sharing of large-scale instruments has made great progress, which has strongly supported the innovative development of my country's science and technology field and produced a large number of major scientific and technological achievements. However, the repair and maintenance of instruments and equipment has always been a headache for universities and research institutes. Imported instruments and equipment are expensive, and the parts-to-whole ratio is comparable to that of top luxury cars. Not only are the repair prices high, but the repair time is long. The repair and maintenance of some high-end instruments and equipment also face risks. It is urgent to establish an independent repair and maintenance system for instruments and equipment. The convening of the meeting is timely. We must demonstrate China Agricultural University's responsibility in accelerating the realization of high-level scientific and technological self-reliance."

"Although our country has made positive progress in promoting the localization of equipment, the current situation of dependence on imports is still severe. Independent research and development of high-end instruments and equipment is a long and complex process that requires years of technological accumulation and brand building. The localization of equipment repair and maintenance is a bottleneck that needs to be solved urgently. Solving the maintenance problem is inseparable from national policy support, key technology research and professional talent training. Under the guidance of the National Science and Technology Infrastructure Platform Center of the Ministry of Science and Technology and with the support of the Zhongguancun National Infrastructure Science and Technology Resource Sharing Service Innovation Alliance, we gathered at China Agricultural University to brainstorm and discuss how to use market mechanisms to promote independent maintenance and repair plans for instruments and equipment, establish and improve my country's independent guarantee system for large-scale instruments and equipment, and comprehensively improve the level of open sharing and operating efficiency. This is a useful exploration of optimizing instrument and equipment management to improve the governance system and governance capacity of colleges and universities.
